How successful would a PNG side with no locals in it be marketing wise? And none likely for years.
It's mind boggling how shit this idea is, and it's only so called positive is "da gubmint gives us money".
What happens when the inevitable happens and that government funding is redirected? None of the answers to that question are good.
Labour are trying to use the NRL as a tool to appease corrupt oligarchs, and that's not the NRL's job, it isn't in their interest, and it will end in tears sooner or later with the NRL being the ones left to pick up the pieces.
The NRL are idiots if they allow themselves to be used that way, but I guess PVL et al. don't really care, as they'll get all the accolades in the short term while future generations are left to pick up the pieces.
Canberra and Townsville didn't need to be 100% underwritten by the government, they both have populations that can actually afford to buy NRL products, there's broadcast value to them, they don't have to contend with any of the serious social issues that PNG has, and they didn't run the risk of causing a serious international incident if they were to struggle or fold.
A PNG side will end up struggling and almost certainly folding when the government funding is redirected, and it's only a matter of time before that happens. Given PNG's corruption issues I wouldn't be surprised if significant amounts of that government funding disappears as soon as it reaches PNG anyway...
BTW, unless you're planning on selling tickets for AU$1-2 and running matchdays at a massive loss, your 100k stadium would end up over ¾ empty on average with only the upper-class of PNG society capable of regularly attending.
Meanwhile most of the population lives in abject poverty, 50% of Papuan kids suffer stunted growth from malnutrition, most of the population doesn't have access to clean water and electricity, the average Papuan doesn't have access to most of the basic amenities you take for granted, etc, etc...
