19 - NZ2 - Toss up between Christchurch & Wellington as base, I'd say Christchurch slight faves due to the sporting culture there, new covered stadium & built-in rivalry with Auckland

20 - Brisbane 3 - likely the Brisbane Easts bid - especially if they can link with the Western Corridor.. but I can't discount the chance of some other bid emerging to snatch it.

They have a women's international RL side so I don't think there would be any issues having an NRLW version if it came to it

You do realise that Penrith is a fairly unique circumstance. It is very rare that you see a club side as good as they have been and a new side (wherever they come from) isn’t very likely at all to just come in and be as good as they are.

NRL knows who are bidding. They want Perth to link with Sydney club to replicate success of dolphins who hit ground running with established brand. They also pushed for tigers & jets to merge in Brisbane.
There's no hidden bidder out there, not even a billionaire Belgian..
