Okay so applying the laws of logic (lol) if PNG is a dead cert than the next three teams are PNG, Perth and NZ2. If the Bears are focussing on these two areas and making these concessions then they must have been given a reason to do so. I`m not quite sure how you apply the "laws of logic" to Centy Coast`s post and come up with "PNG is a dead cert". PNG is a political PR disaster and by no means close to reality.
An exclusive club that benefits only 30 NRL players isn't an easy sell politically in 2024, when people are struggling to pay there mortgage.

Some form of ownership or board presence would make it 4.
