I think that's a fair call.Perth and Brisbane #3 are definite additions, so it's the 3rd slot to get to 20 that's a real contest.

[Edit] IMO, NZ 2 & Adelaide are obviously two.. as is another Qld club *if* the NRL are in a conservative mindset.
Keep in mind though that would be a 6th Qld club after Broncos, Cowboys, Titans, Dolphins & Brisbane 3.
Down the list you could see other options considered I guess (maybe Pacific Islands?), but surely those 3 would be frontrunners.
