I would take the comment about private investors with a huge grain of salt

Many nrl clubs are privately owned now
Yes of course, no disputing that.

However this NZ2 falls in the same spot as WA right now. No tangible assets to offset and mitigate risk.

Relying solely on private investment just isn’t the chord PVL/ARLC want to hear at this time for start up bids, hence I think Gov support is paramount to any bid without anything that mitigates financial risk.

I have said this before in respect of Team 20 …if they are not coming in until 2030 as has been suggested many times in the media … then I don’t see much point announcing them in the near future ..and then creating a long gap until they start playing in the competition…..tough ask for the new fans to get excited with that long a wait ahead of them

PNG might have a three and a half year gap between announcement and playing their first game in 2028 .. but they have plenty of stuff to get done ..

All along I have been on ensuring the bids stand up. 2032 was always too tight a timeline.

NZ 2 makes sense for the NRL's aim but it needs to have the local RL onboard and be watertight with investment due to Warriors issues previously.

PNG the best positioned to come in as they have systems and infrastructure in place, Just need to get that to NRL standard.

The article says they are being presented to clubs. I am sure clubs will pick apart any holes in their bid.

Overall I have no issue with the process because it ensures there are no Basketcases coming in to the comp

They’ve appointed a committee of 3 nrl ceo/chairs which the nrl will discuss the tv deal and expansion

Clubs still have a lot of power if the arlc does stuff they don’t like like Joining with the states to sack commissioners including pvl

If the ARLC doesn't want another SE QLD team at this stage it should have been spelled out and not waste those teams time and money putting a bid in.

While this might sound OTT, looks like the ARLC thought bids would just throw money at them to join but turns out that is not the case.

Yep, the cultists don't want to admit it, but this has been a poorly thought out and run process.

All of these reasons to reject bids would, or should, have been known from the start. The requirement for a licence fee and govt support, and not wanting another team in Brisbane shouldn't have come as a surprise to teams at the end of the process, it should have been known from the start so as not to waste bidders' time and money.

The only result of this is going to be to scare away future potential bidders as you never know if they'll just move the goalposts at the end of the process.

Why should that be a concern of the NRL?

PVL fell backwards into a shit load of federal money for PNG and assumed the WA govt and NZ govt would be just as stupid.

I don’t think NZ Gov was ever properly engaged however WA Gov are being engaged and if it goes ahead they will fork out cash.

The thing to remember here is WA Gov reached out about the possibility of having an NRL club first via McGowan government with Cook doing the foot work back in 2022.

So I get why they have a high bar for the new teams.

It’s always been seen as WA and PNG for 18/19 with team 20 tbd. These other recently failed bids were always vying for that 20th spot. But you can’t go to 20 until 18 and 19 are sorted and commercially sound.

Funding model has changed since then

Grant used to be 1.5 million less than the cap

Now it’s five million over the cap

that $5m goes very quickly when you are spending $2-3m on junior development.

Doesn't leave you much to pay coaches etc after that, clubs are best placed to know all of this.

They don’t need it

Govt has already built them a brand new stadium

Plus Forsyth Barr in Dunedin as a secondary stadium

Don’t need money to invest in juniors either as the game has its own plus raiding union juniors will be easy for a Christchurch team

Even with 200 million spent on it hbf park will be nowhere near as good as the stadium in Christchurch
Who’s fronting up the $40-50mill for a hq, offices and centre of excellence?

and as for jnrs, they may have reasonable participation rates but they will still need $2.5-3mil or so a year for the elite pathway programs.

NRL pays for the opposition but it is one of the issues with State Based lower grades. NSWRL competitions have no money for this.
QRL isn't much better yet both fight to have it under 1 organisation
Maybe the nrl doubling their $20mill grants will help?

The Warriors was 30 years ago, the Titans almost 20.

The game is in far different shape now.

Most of your point is sound though, however my issue is this sort of business plan and criteria should have been the NRLs role, than call for bids.

Having zero private bids right now is shockingly bad planning
