If you wanted to do something with some strategy and possible benefit you'd be playing Tonga v Samoa tests in Hawaii as a start point.

As gambling has become more widespread and acceptable in the US a culture has developed of people that will gamble on pretty much anything and everything. It's sort of like their equivalent of Pokies addicts.

It's totally plausible that the NRL could make not insignificant amounts of money out of the US sports betting market, especially if they can jag a partnership with one of the bigger bookies. Whether or not playing a game there is necessary, or helpful, in achieving that goal is a different question.

Huddersfield is a decent size city and rl heartland . If they performed their crowds would pick up, so I'm not leaving them out for that reason.

Hull is unique, probably the most rl town in all of England. Both teams pull a crowd and the derby game has become a feature.

I'd run the 12 that I've already stated and announce that a new team will be added every ten years with bids to be submitted after 7 years, 1 selected at the completion of the 8th season for implementation on year 10.
