Well we don't count that kind of member either. I said "all the clubs count the same way" and they do.ive heard from several people thats not TRUE
eg - Bulldogs have a further 2k Football Club voting members which Pay approx $15 a year for Voting rights. - This isnt even in their 'Membership' brochure - as you need to be referred by an existing member etc

To answer your question, I would presume the NRL knows what it's getting when it gets the numbers from each club and that they wouldn't compare two different things.

I think a more relevant point is maybe other clubs need to uncomplicate their membership structure. Souths' memberships are very straightforward:
Non-Ticketed Member (Supporter, International & WA Memberships - starting from $85 for adults)
Ticketed Membership (Reserved, General Admission or Regional - starting from $150 for adults)
Hold any form of membership for 3 consecutive years and you have voting rights.
Simple.
