There are better ways to support those players nurseries than a meanless City vs Country which was relevant when good players stayed in the country and played group footy till the money become too much to ignore in Sydney.

Better off having teams forced to hand over say a game every year to a country area. So 16 games around the country each year to expand the presence of the code. Say 4-5 in NSW Country. 1-2 in Perth. 2-3 in QLD Country and anything else can be taken to NZ or another location in the country (NT/VIC Country/TAS).

That would do more for the country areas than a meaningless City vs Country match.
I see. So the NRL has implemented these things have they? What? They haven't? So just a load of wank then.

It's pretty outrageous they are playing the southern derby at a ridiculous time, but might do all right. Surely the double header will get well closer to 50,000

I think you have to readjust your expectations for the Sunday games. Mother's day never helps the crowd numbers.
