Ok, but the touch judge seemed to believe that there was a knock on, not the ball going into touch. The rule doesn't say that the main referee has to defer to the touch judge for incidents within the field of play. I'd say the touch judge immediately communicated the error to main ref who would have clearly been able to see that the ball was nowhere near going into touch, and the main ref has made the decision to ignore an improper signal, allow play on but then send it to the video ref as a no try based on the touch judge's original observation. Raiders should have played to the whistle because there was an eternity between the flag going up and the try being scored.16.10 - The Referee shall accept the decision of an official Judge decision Touch Judge relating to touch and touch in-goal play and to kicks at goal.
(Touch Judge under 10. A Touch Judge is at all times under the control of the Referee control of Referee and may be dismissed and replaced if, in the opinion of the Referee, he can no longer be considered to be neutral. 17.43. The Touch Judge cannot stop the play for any signals infringement but he may signal the nature of an infringement if the Referee is unsighted and seeks his guidance. Signals which may be used by a Touch Judge and which are not included in Para. 3 above are:–
Touch. Flag is raised about the head at the point of entry into touch..
Ball Back. Flag waved above head accentuating backward movement.
Touch in-Goal. Flag waved across the body, below the waist, and, with the other hand, point to either the goal line or 20 metre line depending on where play should be re-started. Do not point to the player who made the ball dead.
Successful Kick at Goal. Raise flag above head.
Unsuccessful Kick at Goal. Wave flag across and in front of the body below the waist. If the ball goes over the dead ball line, tap the ground with the end of the flag stick.
Dead Ball Line. Wave flag up and down between shoulder and knee and then point to appropriate re-start position.
So basically, he raises his flag which indicates in touch. Referee cannot overrule (unless he's going to be dismissed for being impartial).
The NRL will be reviewing the bunker's decision as well, so at this point it's unclear.So

Going back to the phantom flag, even ignoring the fact the bunker can’t tell with certainty that it wasn’t touched, surely that situation should be like an inadvertent whistle from the ref - play is unnaturally affected by the officials, so cannot continue from that point.
"I just criticised my players in there for not playing to the whistle, then they tell me the flag went up and the referee called knock on.
"So what are they meant to do? Referee calls knock on and the flag goes up ..."

He put his flag up when a whistle hadnt blown... you can change your mind all you like. The game doesnt stop for a flag unless the play went into touch... and even then it doesnt stop, as we've seen on try scoring situations where the flag goes up and on field ref goes to the video
the play stops only when the on field referee stops it. End of story. He didnt blow his whistle. We didnt play to the whistle. That's on us.
