Hello all, I can't stay long as I have to try and have the courage to ask people if I can take photographs of them

Last time I tried this, I went up to a little asian lady in a bakery and she ran out the back. I didn't think "Can I take a photo of you at work for my TAFE class" sounded like "I'm from immigration" :?
