School competitions in Sydney are going fine, and are acctually growing, but you can't argue that there is also significant interest in Victoria at the moment. This term alone, over 19,000 kids throughout Primary and Secondary schools have been involved in Rugby League clinics and competitions.

Define heavy inroads? Clearly if they are getting major sponsors, increasing the amount of TV and radio time they get, slowly increasing their crowds again after a lull, and have more kids playing the game than ever before, they must be making significant inroads don't you think?

But they aren't, the Storm are only behind Brisbane and the Bulldogs, and equal with the Roosters in terms of value of their sponsorships. So there are 11 other clubs, all from 'RL' areas who have sponsorships less than the Storm, so what makes you think that a franchise in any of those other areas could draw the same revenues as the Storm?
Don't you think part of the reason why the Storm can draw these sponsors is that, as shown by TV ratings for Origin, NRL Grand Finals and so on, there is significant interest in Melbourne for the Storm (interest and attendances are different things) plus they have the advantage of drawing attention in Sydney and Brisbane markets.
