Bring them all in indeed and you can add Central QLD to that mix and maybe one day Adelaide or Darwin or PNG as well.
But we have to expand wisely and precisely. We can't simply aim darts at a map and say there. We need foundations to first be built in these areas. We need self sustainable business plans. We management structure. We also need sponsors both major and local. We need the local communities to actually want a team and by showing that via. financial memberships and general community involvement. We need infrastructure. We need decent sized communities in population and potential growth. We also need to see how the would be franchise bid can add to the NRL pie helping it grow and add to the game in general.
I'm not sure how the NRL look at expansion but I'm thinking they look at it very similar to the above paragraph. If so then I'd say based on the current bids aiming for a 2013 entry the order might look like this
1. Central Coast Bears (RL foundation, sponsors major & local, memberships & community involvement, stadium, infrastructure, high population, self sustainability, can help the NRL grow the pie, low risk entry)
2. W.A. Reds (sponsors major & local, memberships & community involvement, stadium, infrastructure, high population, can help the NRL grow the pie immensely, high risk entry)
3. Central QLD NRL Bid (RL foundation, sponsors major & local, population, self sustainability, can help the NRL grow the pie, medium risk entry)
4. Ipswich/Western Jets (RL foundation, population, stadium 50kms away, can help the NRL grow the pie, medium risk entry)
5. 2nd NZ NRL team (population, stadium, infrastructure, can help the NRL grow the pie, high risk entry)
6. PNG NRL Bid (RL foundation, population, high risk entry)
7. Darwin (population, high risk)
8. Adelaide (population, stadium, infrastructure, high risk)
