Anyone that has played the game knows, in fact can probably think of many situations in a game which could, depending on the definition used, could be. Said to have committed a shoulder charge.

And there lays the problem...definition!

So it is not as simple as saying, shoulder charges are banned, they need to be very definitive of what really constitutes a shoulder charge and that's where it gets messy. Right now, being banned, it is refs interpretation and we have all seen how well that works.
