From reading this thread, what you don't seem to get is that the NRL don't have any power to take action against someone who is not currently working in their competition.

The police may still want to talk to him over the alleged fraud.

And if he ever tries to work in the NRL again, he will likely struggle to get registered.

Yes they do have the power. They need to announce that he is responsible and therefore one of the Parra 6 and ban him. He doesn't need to be an employee of the game or still within the game for any of the above things to happen.
He has been given some sort of immunity from his mentor Greenberg that people should want to know the details of....

Amazing the players keep coming out of these scandals whiter than white when there is clear evidence they were obviously involved in processes that must have been very suss to them.
