So far this whole cap scandal thing seems to revolve around rehashing past indiscretions, and making out that we're guilty of more things because in the past things were done wrong (surely Deloittes found all of these in their audit?)
Unfortunately, the squeaky wheel gets the grease, so I strongly recommend you all write a letter to the NRL along the following lines: (don't send it in bullet point, put it in your own words, no need for an essay, short and sweet will work, the more they read the more they realize we are passionate fans who have a legitimate team this year, and the more likely they are not to whack us with a massive penalty)
You can contact them here:

Main points to plead:
1. be apologetic and saddened that our team cheated the cap in seasons past (and that we did so to come last!)
2. say you don't know what the current cap situation is, but point out that nothing in the news reports indicate we are over the cap for 2016
3. point out that every year the newspapers get excitable at Parramatta board election time.
4. ask that the NRL not judge the club based on speculative media reporting
5. gently indicate that we have been fined (and rightly so) for past indiscretions, and suggest that most of what we are reading in the papers seems to revolve around the past
6. ask what we (as leagues club members) can be doing? Does the NRL hold the view espoused by the papers that it is all on the board, and that if they go, we are in the clear?
7. gently ask for a response to point 6
The reason for points 6 and 7 is to see where the NRL are coming from - if they get back to you with no indication that sacking the board will do anything, then we're in the clear. If they say 'you know what, sack the board or lose 10 comp points', then maybe the papers were right...
