You stick a halfback on the bench for a couple of reasons:
1. He is versatile
2. He isn't versatile but the starting halfback is
3. To keep him out of the early exchanges
How common this ploy is is irrelevant. There are very few halfbacks as defensively poor as Chris Sandow, so it can be a good move to use him differently to most halfbacks.
So while he's coming back from a week off and his confidence might be shaky, he can come off the bench like a rookie (whose confidence might also be shaky).
I reckon it could be a good move this week. Don't be so quick to put shit on every decision the coach makes. He knows his players better than you do.
Why don't you criticise Hasler for playing that nuffy Kris Keating at halfback again? They've lost their last three matches in a row with him there.
