Thought the exact same thing. What a joke it would be to limit the capacity for a non existent team with no hope of getting even a 1/3rd of that limited capacity anyway.
It would also limit the stadiums chances of holding bigger games like Internationals (30K should be enough imo).
Would be fantastic to see it all go through, hopefully if it does they get a slightly better deal than the titans though.
On cold nights the hill might be half empty, but so are the stands.
Given a capacity of 20K I don't think an average of 15k is too bad. Cold, wet and weeknight games don't sell out no matter which ground.

Have a look at a crowd at Penrith Statium on a cold, wet night. Most grounds with hills still draw better crowds on miserable nights than Penrith does despite them having plenty of plastic seats.
If you have a stand that has plenty of undercover seating it will always attract more people than a grassy hill in wet conditions.
I'm not totally against keeping one hill at one of the ends. But in a modern , professional sport hills on the side are farcical.

The hills on the Gong and Kogarah grounds are fantastic, given the rest of the ground in both cases is very modern why is the hill packed with family when there are still plenty of undercover seats available even in the most dreadful of conditions?

Supply and demand in yank land. Take New England, not hard to find 70,000 die hards willing to sit in minus 20 degrees when you have a population of 14million to chose from. One thing I never could understand about stadia in America is the nicer climates have domes and the freezing areas have open stadiums. wtf is that about?
