For the record play should stop when the touch judge puts the flag up, however play is only stopped by the referees whistle. Could it be both that the touch judge, referee, AND Canberra Players f*cked up?

Except for these occasions the blowing of the whistle shall temporarily stop the play. Whist blown accidentally 8. Play must stop even if the whistle is blown accidentally in which case play is re-started with a scrum where the ball was last touched by a play in the field of play before the whistle is blown, and his team shall be given the loose head and put-in.
Touch Judge Signals 43. The Touch Judge cannot stop the play for any infringement but he may signal the nature of an infringement if the Referee is unsighted and seeks his guidance.
