Whinging about consistency is like saying you wish the players would be consistent - either drop the ball every time or catch it. They're human for f**ks sake. They try to be consistent but perfect consistency isn't possible.
There is a reason and it's related to a recent (2-3 years) rule change where the captain can only question the ref in certain situations. Just because we don't know those situations doesn't make it random or arbitrary.I'm not calling for perfect consistency - as you say, it's impossible.
But why is Gallen allowed to question the ref, but Scott/Mannah not?

The players would know, or at least the captains would. But in the heat of battle they probably forget or just don't care. Most whinging at the ref is intended to give their team a breather anyway, which was the point of the rule change.
