There is already an element of carelessness IMO coming out of the line like that. Coming out of the line hard isn't against the rules and nor should it be and if he got the hit right then good luck to him. He very clearly didn't though, the blokes ear was nearly ripped in 2. He clearly had no regard for his own well being let alone his opponents. Next time if he just puts his head to the side of his opponents body that won't happen.
You can't grade all head clashes. Most are true accidents and happen after initial contact or due to a 2nd/3rd tackler as opposed to initial contact.

The whole issue is if that's how the NRL is ruling on head clashes - I'm fine with it, but it isn't consistent. Just like you mentioned in your comparison between Rava and Olam. There is something wrong with the NRL where it punishes a head clash less than a deliberate elbow (or deliberate headbutt from Klemmer last week).Don’t get me wrong, the NRL is inconsistent as hell. And then there’s the Rava suspensions. When Justin Olam does it it’s a great tackle. When Rava does it it’s a shoulder charge.
But Finucane’s hit was a big shot gone very wrong. He made forceful contact to the head. He f**ked up and is getting punished for it. I don’t think we should criticise the judiciary when they get one right.

The first step should always be: "Was the player attempting to make a legal play?".
The funny thing is the Dragons are only one game behind in weeks lost to suspension with 11. They have also been among the most fined. Watching games, I wouldn't say the Dragons are overly grubby or physical team. So why is there this massive disparity?
