Looking at Ravalawa's tackle, it was in the ribs.
You can't wrap your arms around if you are bent over and your head is down.
If we challenge it, I think we may be successful.
Then again, they will show how serious they are over Shoulder charges by standing firm against the Dragons....and protecting the chooks.
This is a terrible system where you can't question the charges for fear of extra penalty.
I know the commentators have to have their say but surely the coaches involved can be asked to not influence the process by making demands and comments until after the reviewers are done.

Right, very fu*king tackle of a kickoff is basically a shoulder charge as the defensive team compress the defensive line and there is no room to wrap your arms around the ball carrier.
Have the NRL introduce a rule that your can't have a shoulder charge off a kickoff or on the first tackle after a kick downfield.
I would estimate that by the current definition, each game would have in excess of 40 shoulder charges.
The NRL need to come out with appropriate criteria to apply when evaluating a shoulder charge.
I note that Rugby use the criteria if the tacklers arm is alongside the body then its a shoulder charge. If the arm is away from the body, then its consider an attempted tackle, just the arm is a bit late.
