I don't see how you come to that conclusion? When we originally tried to sign Inglis, our contract was knocked back at the discretion of the NRL because the contract was worth less than his "notional value". It was the first time that term was ever used by the NRL and we had to release Beau Champion and increase Inglis's contract value under the cap before the NRL would ratify the deal. In the ten years or so since, the only other time this idea of notional value has been mentioned was when Parra tried to sign Folau.

So... Really... We are one of only two teams that have ever actually been affected by it.
