I agree, sharing training days, photo opps and supporting each other ( attending games)will be the way forward. You don't want a code battle with the most successful Rugby team in the southern hemisphere. Even dual memberships.
Super 8 schools would be a good start they compete at a number of sports/cultural events already.They've have on occasion, played in the national comp at least one year I think, but if the Super 8 teams aren't playing league they wouldn't have anyone to play against.
I would advise Wb not to get too hyped up about it as it's more due to Tohu than league taking over the school, but he'll just turn the advice into a shitfight.
Tauranga should be fine - bigger population than Rotorua and close enough to play each other regularly. I had a look at the National schools comp and saw that one of the high schools in Whakatane (Trident) has been a regular participant too, so there’s potential to get a decent number of schools in the Bay participating. Would probably be a good time to tap somewhere like Tarawera HS in Kawerau too with Will Warbrick having a breakout year.Super 8 schools would be a good start they compete at a number of sports/cultural events already.
Player numbers might be the issue to spread across essentially 2 codes

But the likes of Hamilton/Rotorua probably be ok, not sure what the appetite for League is like in Tauranga/Palmy but the schools are probably big enough, Not sure there’s player numbers for both Hastings/Napier in a similar area and the likes of Gisborne/Newplymouth have areas with league history but probably too small and isolated to support 2 codes in school to a decent level.
School support is vital, the culture of club league in the regions is pretty poor and many have some pretty heavy gang influences which is a turn off for many

The NZ climate lends itself to spring/summer footy more than Australia’s- it rarely gets uncomfortably hot for footy/training before Christmas/New Year so plenty of time to run something, though end of year exams could create an issue.The main issue is when to play it. Maybe a short tournament in September/October which allows anyone from the 1st XVs/2nd Xvs etc to play if they want to?
Less pakeha at warriors games than super rugby and test matches that’s for sureI think the Warriors have been pretty on point with marketing too- the image they present is very Māori/Polynesian and youth focussed, and that’s exactly where the players are largely going to come from.
Rugby Union, while not being an elitist game in NZ, still represents the establishment and has a for want of a better word “whiter” image.
