SL wasn't even a thought in News' head, let alone Murdoch's, until some of the malcontents in the sport put it there...it was because murdoch wanted league to launch his pay tv in Australia
The first person on record as genuinely suggesting a rebel league was Wayne Bennett in a Broncos board meeting in 91/92 IIRC. I'm paraphrasing, but in response to somebody saying "what will we do if they actually kick us out", he said something to the effect of "we'll just have to create our own league".
That was in response to punitive measures the NSWRL had exacted against the Broncos for their innovative display of sponsors at the ground (much of which would become standard practice within a few years) that the QRL and some of the other clubs weren't happy with, and Quayle flippantly threatening to kick the Broncos out of the league if they didn't fall into line and throw away millions of dollars worth of sponsorship because a handful of people with undue power were either angry that the Broncos didn't give their mates the sponsorship space on the cheap or jealous of their success.
It wasn't the first time that petty crap like that had happened between the Broncos, or Raiders and Knights FTM, and NSWRL, nor was it the first time they'd threatened to eject the Broncos, or Raiders FTM, from the league.
Furthermore the Broncos, with the support of the administrations of a few other clubs including the aforementioned, were the ones that took the draft of the original concept for SL to News, and the ones that convinced News to pursue a rebel league once the original concept was shutdown by the NSWRL and other clubs.
