Investing in a team in WA will make league the number one rugby code there with the subsequent growth in playing numbers. It happened with the reds. I can’t see any reason not to have a team in Perth. I mean apart from misery guts over there.

Rugby League doesn't have an Andrew Forrest though. He will just keep adding to the Pot to up RU funding.
A National comp below the NRL is what will help those sort of areas more then just chucking money at them.
Take AFL and their push into Brisbane, They did a deal and every new school has AFL posts. Very few will actually be used for AFL though. That is the sort of stuff just throwing x amount of in does.
Part of the expansion needs to include pushing the relevant governments to push the sport into schools.
