In the Broncos case, the illegal player (Corey Parker) actually scored the try. So if the Broncos were not stripped of their points then why wouldn't the Bulldogs be left off?
The fact that Michael Ennis was injured in the backplay I would let them off.
Just out of interest - was Ben Roberts replacing Andrew Ryan the Bulldogs 10th and last interchange? If Andrew Ryan went straight back on to replace the injured Michael Ennis would that then make it an illegal 11th interchange?
If Andrew Ryan going back on makes it their 11th interchange (whilst the winnign try was scored) this might be the reason why the Bulldogs might lose their points.
I think the only reason the Broncos got off with only a fine was that there was some question about the sideline official's role in the stuffup, and there had been some grey areas in how interchanges were handled at the time.
I believe these were all cleared up as a result and the excuses the Broncos used don't exist in this case.

Bulldogs to fight loss of victory points

BULLDOGS captain Andrew Ryan inadvertently cost the club two premiership points from Saturday's last-gasp win over Penrith when he illegally returned to the field after being interchanged.
Ryan was recalled to the field by trainer Tony Ayoub due to concerns about injured hooker Michael Ennis. The NRL last night stripped the Bulldogs of the points after discovering that they had 14 men on the field when five-eighth Ben Roberts scored the matchwinning try in the 78th minute. While not as significant as the 37 points the club was docked after being found guilty of cheating the salary cap in 2002, Bulldogs chief executive Todd Greenberg last night said he felt the penalty was harsh and indicated an appeal was likely.
The decision to deduct the two points from the Bulldogs came after an all-day investigation by NRL officials into allegations first raised at the end of the Fox Sports coverage.
Initially, it was believed the problem occurred when Roberts came on to replace Ryan four tackles before the try that equalised the scores at 26-all before Hazem El Masri's sideline conversion sealed the win. But the Bulldogs appeared to be in the clear after footage checked on Sunday by Fox Sports showed that the interchange took place correctly.
After studying the match video more closely yesterday, NRL officials discovered that Ryan had returned to the field one tackle later when Ennis went down in back play.
"When the media first raised this matter, the speculation was around the Roberts-Ryan interchange," said NRL chief operating officer Graham Annesley.
"This always appeared to be conducted properly but we could not confirm that until we received extra vision. In the process, however, it became clear that after Andrew Ryan left the field on the far side and was walking away from the play, he then appeared to be called back on by a trainer.
"There are clearly 14 men on the field when the try is scored."
Ayoub declined to comment when contacted last night as he had not discussed the issue with club management. Greenberg said he was unsure how the error occurred but Annesley said Ryan re-entered from the far touchline and rejoined play without abiding by the interchange process and with Ennis still being treated by Ayoub.
The Bulldogs have five business days to enter submissions in relation to the breach notice before the penalty is confirmed. But any appeal appears to have little chance of succeeding as Ryan took a position in the attacking line during the try-scoring play with Ennis still on the field and with the Bulldogs therefore having 14 men.
The Bulldogs acknowledged the interchange error but said they would contest the severity of the breach notice. "We've viewed the footage with the NRL and accept that we had 14 players on the field for a short period of time. We are now considering our ability to appeal the decision to deduct the Bulldogs of two competition points," Greenberg said. "The loss of points is an extreme punishment."
Bulldogs coach Kevin Moore said: "We're undefeated. The players are disappointed but all we can do is get on with our preparations for this weekend".
Regardless of the outcome of any appeal, Penrith will not be awarded the competition points. "It doesn't make any difference to us," Panthers chief executive Mick Leary said.
