They don't get a higher cap! everyone gets the same amount, they all just get taxed differently, so if you want a tax free contract, sign up to png
They can spend more then t everyone else

clubs will see this as a higher cap vs theirs

No they won't, if you offer David fafita 3.3 million then that's what's on the cap, regardless of what he actually pockets after tax, players will see a better reason to sign up, but its not a higher salary cap, if you sign up with the broncos or titans, that contract is higher due to the cost of living compared to a contract in Sydney, but its the sane amount coming off the cap

Depends on what pvl has to offer them eg raised nrl grant to other clubs ?

png aren’t in any danger of stealing the best players even with tax concessions
The danger for the clubs is losing their backup options to PNG. Teams need depth to make a serious tilt at the premiership. Injuries and Origin cruel teams that have no depth.

Like any new expansion club will drain the talent pool

unlike Perth they offer the potential for a huge increase to the player pool within 5 to 10 years

the arlc has ensured the money will be spent on junior pathways it’s going to pay off big time

But he'll have to pay tax on that if he plays for one of the existing 17 clubs. If V'landys' proposal goes through then Fafita will pocket far more money by playing for PNG.

If the junior development in PNG is well nurtured then it could provide a huge influx of players for all NRL clubs.

In all this I wonder what the NRL is getting out of it? I mean PNG is worth $0 to the NRL and their clubs so where is the carrot for the NRL?
