Better the nrl convinces the aus govt to fund long term jnr development and another qrl cup team based in one of the other png cities.
Could then divide the clubs and pathways into two regions linking to the two qrl cup sides.
Better nrl scouting and scholarships for the best 16-18 year old png kids would be far more effective than setting up a charity case club that’s whole future was reliant on a change of govt not changing their spending priorities.

The fact the nrl has never taken a game to png should tell you how likely it is to see a club there anytime soon.
