It could happen though. Right?
Sure it could

who knows by the time it happens the team could be financially stable on its own

but if you want to make up random scenarios that will hurt a png team sure it could

heck a tsunami could wash their stadium

Not to mention the govt of the day can’t make future policy for decades to come. The next govt coming in has every right to change policy. That’s the inherent risk in a png bid only being remotely viable if fully funded by govt.
Unsurprisingly the man without a club finds a whole range of reasons not to have a rival bid get up.

Ok let’s say hypothetically the givt was happy to lay an upfront $500mill payment to guarantee funding for next 20 years (not likely but as peope, seem to want to play hypotheticals). the next massive issue is how do they build and retain a competitive squad?

the only solution to this issue so far is base them in australia or nz. Whilst that would take away the undesirability of living in Port Moresby for players it would throw in a major issue in players having to travel every week for home and away games not to mention having to play in the oppressive heat and humidity of png. Again a less than desirable option for players.

so even if the money is there this massive practical obstacle still needs to be overcome. Only way I can see is if they have significantly more salary cap than other clubs to financially entice players to sign for them. Would other clubs accept that?

No they wouldn't accept it, and it wouldn't work anyway.

Even most of the Papuan player would take a massive pay cut to play at any of the other clubs. I'd be willing to bet that most players would take significantly less to play in the SL over live in PNG.

But it's irrelevant anyway. The club would need to be financially viable before it could start to think about signing players, and I'm yet to see a proposition that's sustainable.

Underline and emphasize your usage of the “could”.

A PNG NRL franchise “could“ become financially viable is yet another reason along with future uncertain political policies of the PNG government is yet more reasons to add to a long list of reasons why a PNG NRL franchise is a bad idea built on sand.

Also if a tsunami was to wash away their stadium then they’d just play out of another stadium in PNG.

All of those areas have their own unique set of issues. For me having a 2nd tier set up and players are top of the list, Other people have different things at the top

Pick New Zealand then. To be fair if player development centrally tied to a region is the only factor or the main factor then we would have a completely different competition with a completely different set of teams or areas represented.

Ultimately, though every team has to be self reliant or sustainable at a bare minimum. The fact that this proposal is reliant on governments completely underpinning it, in perpetuity or at least a very long time, is an absolutely massive red flag. Also I agree that those areas that I mentioned, some would be small or ineffectual or have problems but at the very least they could sustain themselves. That’s why they would be better options.

Could shows it’s possible to make a png team

until we see the actual proposal to say it’s not possible is misguided

Like I said png are way down the pecking order behind three other clubs so this is for way down the track
