the only solution to this issue so far is base them in australia or nz. Whilst that would take away the undesirability of living in Port Moresby for players it would throw in a major issue in players having to travel every week for home and away games not to mention having to play in the oppressive heat and humidity of png. Again a less than desirable option for players.
so even if the money is there this massive practical obstacle still needs to be overcome. Only way I can see is if they have significantly more salary cap than other clubs to financially entice players to sign for them. Would other clubs accept that?

All of those areas have their own unique set of issues. For me having a 2nd tier set up and players are top of the list, Other people have different things at the top
