Pick New Zealand then. To be fair if player development centrally tied to a region is the only factor or the main factor then we would have a completely different competition with a completely different set of teams or areas represented.

Ultimately, though every team has to be self reliant or sustainable at a bare minimum. The fact that this proposal is reliant on governments completely underpinning it, in perpetuity or at least a very long time, is an absolutely massive red flag. Also I agree that those areas that I mentioned, some would be small or ineffectual or have problems but at the very least they could sustain themselves. That’s why they would be better options.
