If he's 30+metres out from the tryline and he starts haring downfield it's obvious what he's trying to do. Maybe not to you but to everyone else anyway.

If he's running toward the man fielding the kick then he is involved in the kick chase. What else would he be doing?

Yes ref blows a penalty as soon as a player is Infront of the play the ball and the ball is kicked.

That basically null invoids everything else in your post.

Well that would be dumb and I don't think the refs will do that.

How do you differentiate?

It doesn't say anything in the rules...
The same you differentiate if a player is passive when determining offside from a kick. It’s very easy to tell if a player is chasing for the ball , getting out of the way or doing nothing

But rules don't say passive players.

If it happened on the halfway line it would have been a penalty Yeo moved past the point where the play the ball was played.

The rules do not say if you are on the oppositions try line or if you are getting out of the way of the play.. (he moved forward when he saw Cleary run not to get out of the way of the kick).

It doesn't say if the player is passive in the rules.

Offside A player is offside if he has one foot (either on or off the ground) in front of a teammate who ‘last touches, is touched, held or kicked the ball’.

Section 14 (1) In relation to kick, an active offside player shall not encroach within 10 metres of the ball, when there is an opponent waiting for the ball.

ACTIVE OR PASSIVE:

Active is: An offside player who takes part in and/or influences the course of the game.

Passive is: An offside player who does not influence the course of the game.
