Paying one player a lot of money means you need to pay others less. The salary cap makes for a literal zero sum calculation. And don't forget last year's grand final featured two starting hookers who barely run.

It is both. I'm sure the coach knows a hooker with a running game is better than a hooker without one. But under a salary cap you can't have everything. Our club has prioritised other areas than the dummy half's run game, as have the two grand final teams last year. Other clubs are willing to commit a lot of their cap to the dummy half position.
