Of course they are not within the rules. The international rules state they must be on the goal line.
Common sense dictates that the teams can agree otherwise but that doesn't mean the rules say the goal posts can be on the dead ball line.

Spinner is correct, the Laws do not specifically require that the goalposts be on the goal line although the field plan does show them located there. And gridiron-style goalposts are permissible provided they are the correct dimensions.
If you have a closer look you will see that it is stated that the field plan is part of the Rules so the goal posts are intended to be on the goal line but great to see common sense prevailing... but surely penalty kicks would have been advanced???
