As mentioned that is only for the duration of what his souths contract was, so till the end of 2016.If Burgess wants to come back to the NRL he must approach Souths first.
Souths can either offer him a contract or not. If not he can go somewhere else and get a contract offer, but when he does he must take it back to Souths and they can either match it or not.

In his defence you still need to fit an entire top 25 under the cap. It's not as simple as just cutting a bunch of players to fit in Hayne. When you have Foran on over a million a season and Hayne no doubt on something similar it really does take out a massive chunk even accounting for the cap rising and some third party dollars.
