I call BS on that. The war chest conversation has been raised before and all the other CEOs said that they would want a similar financial hand out.

A war chest would work under the RU or cricket models as their elite players are contracted to their governing body. Won't work in NRL as every club wants an even slice of the pie.

Every club is not interested in the good of the game they are only interested in the good of their club, Bennett is a fine example. In says this and that about our game and things should be this way but if you look into what he is actually saying it would mainly benefit the club he is at at the time.
Every club is looking after themselves first and the game 2nd and that will never change.

Well, in all fairness, that's kind of their job..

It's up to the NRL to look after the game as a whole.

For example, if a big name player goes on the market, big clubs don't pass on them to let the smaller clubs have a crack at them, they'd be fired if they did stuff like that, even though that would probably be best for the game.
