Sam was charged with Grade 2 elbow to throat of defender last year and missed two games.two weeks ago rooster captain did the same to Adam Reynolds, no penalty , no MRC issue and Adam Reynolds was forced off the field.

You can debate what punishment is sufficient. But there is however a subtle difference:

You can be offside by mistake...but you don't pull someone's hair or grab their testicles by mistake. That crap has no place on the field.
