what does starling actually do?

Not much at all.

It doesn't appear to be his work rate though rather he doesn't get utilised much in the second half. His first half numbers are solid.

didn't get hammered to bad in the price changes, luke being the biggest drop. Two blokes that stand out that could turn it around after there prices bottom out and be pretty cheap are Maloney and mannering.
