Well I have no issue that a kick gets less than a spear tackle. This is the right result, regardless of who did it.

JT stuck the foot out to stop the try, the contact to Williams was accidental and he was sufficiently penalised.
Gallen lashed out in a tackle and made deliberate contact with the boot.
No.......if you dare to look at the replay, you can quite clearly see Gallen turn back and look at Henry
take aim
and kick out at him.
That's the reason he was put on report. It was a purposeful act and how you, or the MRC or anybody else for that matter can agree that it was accidental is beyond belief and can't be taken seriously
If Gallens aim had of hit it's intended mark ie: Beau Henry's face, you'd still be in here defending him.

Which is classed as dangerous conduct. There was uproar about this sort of tactic after Slater kept doing it and it was broght to a head in the GF when Manly won. A clear precedent was set by the NRL that it was not on to lead with the boot or legs when attempting to stop a try.
Getting off topic anyway. My point was that he attacked a players head with his boot (intentionally or unintentionally) and no citing was made.
