Agree with everything you've said regarding pilgrimage, and taking our time to grow, and introducing women's game, etc.I think this is the driver myself.
The success of the game, more than anything, is it looks like an awesome pilgrimage. I suspect 10k more Australians, and hopefully 5-10k more locals will be what adds to the success
I raised across multiple days, this plays into the pilgrimage part so shouldn't be too big an issue, but I think a leap too far for year 2.
I'd make it a triple header, I'd add a Australia vs NZ women's test. I think the way the NRLW. has grown (properly) it's ripe for being content which can sell on its own right.
Then if it gets more traction, WCC at the start of the week, 2 more games at the end of the week and make the entire week the mother of all RL pilgrimages.
Taking the WCC to Vegas is a terrible idea. Aussies see it as a trial game, people aren’t travelling for a trial game. Keep it as the double header and try to build on numbers year on year.

Too much spread too thin. Double header puts it all on one day. Not everyone is going to hang around for a week.Change it from "a trial game" to "Day 1 of the Vegas pilgrimage" and it takes on a whole new look.
WCC, a show, burn some money in the casinos, of to LA for an NBA game and some Hollywood tourist stuff, back to visit area 51, another show, grand canyon, then back for a woman's test match, some local RL and finishing with round one of the NRL makes a holiday you were busy and pumped.
