The players themselves probably are hampered so much with the rules that they become too scared to try and do something out of the ordinary. All it takes is for a team to make a mistake early in a game and the other team takes advantage and scores and as you say, that side then has the momentum to keep scoring. You take the Manly v Cronulla game last Thursday -Cherry-Evans makes a meal from the kick off and is tackled in goal. Subsequently the Sharks immediately score and score several more before half time - the Sea Eagles fought back in the second half but the damage had already been done in the first half.
Fighting for the ball is the key and those days when you could win the scrum against the feed, reef the ball back when the opposition is playing the ball, etc. all changed now of course and it is all about possession - the more you have the ball, the more of a chance you will score and win the game. We did well on Anzac Day and we need to continue to do this and hold on to the ball as much as possible for us to have any chance of a resurgence this year.
