There has to be some common sense and mitigation for a falling target.If someone is falling and you are doing everything you can to tackle someone around the torso it is neither reckless nor careless.
It is not solely an outcome penalty ie you hit the head and it's an automatic penalty.
10 in the bin for that situation where someone is falling is silly and was never what the rule was designed to penalise.

tackles Above the Armpits Are not permitted
(a) it is an infringement if, whilst attempting to effect a tackle on a ball-carrier, a defender makes contact above the armpits intentionally, recklessly or carelessly.
(b) A defender, in front of a ball-carrier who is diving or falling, is permitted to come in contact with the ball-carrier’s shoulder provided the defender’s arm(s) extends down the shoulder and trunk, i.e. underneath the ball-carrier.
