At the moment this is looking less likely every day. Politically this sort of move will give RL a bad rep with locals also.

If I was cynical, I'd say the NRL are actively conspiring not to expand.

Maybe they don't trust the local investors in those areas to run the side, yes invest, but sway decisions in the best interests of the club and sport, probably not... they were already coping shit from cumins, with his zero bid... that's not what the NRL wants, they wanted these privately invested bidders to sway them with the bid itself, obviously know one thought they could buy a licence
