I don't think the Jets or Fiji has submitted any bid. It's only formations and speculation for future bidding.

I don't think that the Bears have broken an NDA but the fact an NDA exists means the NRL would appreciate calm waters on the media front in the bidding process.. which the Bears aren't reading the room so to speak.
There's 11 bids.. I'm sure they all have a lot to say.. only staying silent and being respectful in the best play if you want the gig.
Its clear the Jets have, and have released statements and leaked details of the bid to the papers. Even PNG leaked the story about the tax agreement.

I understand that but imagine from the NRL's point of view having the to field calls and Emails from all the other bids seeking reassurance that the bidding process is still ongoing and the NDA still applies so they can then go back and reassure all their investors exc...
Extremely unprofessional of the Western Bears and if anything it hurts thier credibility and their chances.
But the Western Bears haven’t released anything ?, all that has been done is inform their parties individually e.g. North Sydney Bears members and the NRL WA of the partnership between their two organisations in forming the Western Bears in the “Hope” of becoming the NRL’s 18th team.
Nothing here breaks the gag order, it is everything we have heard before, there is certainly nothing new.
There is nothing different to what was released in the press last week of the partnership between the Newtown Jets/Ipswich Jets and the numerous PNG reports we get each week.

Western Australia’s National Rugby League bid representatives have reiterated the importance of the Western Bears being ‘under the care and control’ of WA.

The Bears – a merger between WA and the iconic North Sydney Bears – officially submitted their bid to the Australian Rugby League Commission in order to join an expanded NRL competition on August 14.

Should they be successful in becoming the NRL’s 18th or 19th franchise in October, it will ensure rugby league will return to WA on a regular basis for the first time since 1997, when the Perth Reds – re-branded from the Western Reds – competed in the Super League.

With the Australian Rugby League and Super League coming together to form the NRL at the start of 1998, three sides were culled to ensure an even number of 20 teams – the Reds, South Queensland Crushers and Hunter Mariners.

WA NRL bid and Western Bears chair Peter Cumins – who has been a passionate advocate for WA rugby league prior to, during and following the demise of the Reds – said he was hopeful for a positive outcome in October.

“I’m very proud of the quality of our bid for the 18th licence,” he said.

“We have put forward a compelling case to the NRL for inclusion and I remain optimistic that we will be successful.”

Mr Cumins, who is executive chair of Cash Converters, also praised the hard yards undertaken by WA premier Roger Cook and NRL WA chief executive officer John Sackson – a ‘true believer’ of growing the game out west.

Mr Sackson, who has spent 14 years as CEO of NRL WA, was involved with the Super League during the mid-1990s in Brisbane and is well-versed on what is required to succeed on and off-field at rugby league’s highest level.

In an interview with Business News earlier this year, Mr Sackson spoke about the benefits of the code becoming aligned with the NRL and how the added resources and support had helped the game flourish at grassroots level.

While eager for a WA side to return to the NRL, Mr Sackson made it clear he was equally committed to ensuring rugby league could be enjoyed across WA by everyone, irrespective of their age or ability.

By 2029, WA is aiming to have the third highest rugby league club participation rate in Australia, behind traditional states New South Wales and Queensland.

From a junior development standpoint, talented youth-aged players will have an opportunity to ply their trade for the North Sydney Bears at NSW Cup level, with this side acting as a direct feeder for the first grade Western Bears team.

The Western Bears model aims to acknowledge the legacy of pioneering Reds, along with the history of the North Sydney Bears, which joined the New South Wales Rugby League as a foundation club in 1908.

This is reflected in the proposed colour scheme of red, black, white and gold.

To be honest - even IF the disclosure has lapsed, the NZ bids maybe don't feel the need to release any update at this stage, given that details of their bids aren't being splashed across the media?

The Western Bears are likely to play the majority of home games at HBF Park as Sunday twilight fixtures if they win the NRL’s 18th licence and join the competition in 2027.

The West Australian can reveal the 480-page bid document, lodged on August 14, nominates Sunday at 4.30pm as the preferred timeslot.

The WA Bid Co has asked for recruiting concessions, including approval to enter the market to secure marquee players as much as two years before their contracts expire.

Salary cap relief for relocation expenses.

A senior coach is likely to be appointed in early 2026 ahead of the team’s first game in 2027 with staggered football department appointments between 2025 and 2027.

A transition executive team would steer the club through its initial stages.

The document was constructed by Freshwater Strategy, a Sydney-based business management consultancy, that put together the successful Dolphin’s bid to become the NRL’s 17th franchise.

The Western Bears believe they could be competitive on and off field as soon as next year if required, although attracting marquee players in such a short time frame and building a 30-strong squad would be difficult.

The bid is in the hands of the Australian Rugby League’s expansion and bid assessment committees with sources suggesting it rated a 10/10 on all metrics and left no doubt it was “NRL ready”.

It is understood the bid was constructed off the “high water mark” blueprint of the Dolphins’ bid, while also improving on some areas of that presentation, and has been met with universal support from NRL clubs and attracted interest from major sponsors from within a robust WA economy and also from interstate and overseas.

An announcement on the 18th NRL licence is expected to come either shortly before or after the NRL grand final on Sunday, October 6.

The bid featured a detailed analysis of governance, executive structure, capitalisation, infrastructure and build, organisation and management planning, player acquisition, talent pathways and fixtures.

West Australian consortium stands its ground on control of new NRL team.

Unlike previous bids, the WA Bid Co engaged with the ARL Players’ Association and received positive feedback on players desire to shift to Perth.

The two mantras of the bid team were “competency not fantasy” and “leave no stone unturned”.

It mounted a compelling case for Perth to be “additive” to the league, clubs, broader rugby league community and broadcasters, while outlining how it will grow participation and broaden the talent pathways.

The Bid Co is chaired by long-time rugby league supporter Peter Cumins, who Cash Converters International executive deputy chair, and supported by a WA Government working party, led by MP Peter Tinley.

Premier Roger Cook has also been a major supporter of the bid, with ARL chair Peter V’landys joking recently he might ask for a restraining order against him given the number of phone calls he has made to the rugby league boss.

The Bid Co has raised the $30 million required to get the team to the start line.

The preferred timeslot of 4.30pm would allow the NRL to play three consecutive games on a Sunday afternoon into evening, a boon for eastern states viewers, and would capitalise on the south-east Asian and Asian markets with the Western Time Zone holding 60 per cent of the world’s population.

The bid described a “Perth effect” based on Freshwater Strategy’s attendance forecasts, describing the above average crowds compared to other States of WA’s professional franchises such as the two AFL teams, Fremantle and West Coast, Perth Wildcats and Perth Scorchers.

That argument was supported by the recent Dolphins v Sydney Roosters NRL match, which became the fastest selling crowd at HBF Park which has a capacity of 20,500.

The Western Bears are confident they will be “fully subscribed” for 11 home games in their first year and early marketing campaigns which will be based on a “get in early” membership push.

Freshwater’s suggestion of Western Bears, not Perth Bears, was a nod to history both in WA and Sydney.
Market research indicated a “strong association” with the Western Reds, which played in the then NSWRL elite tier in 1995 and 96 and less with the Perth Reds, who appeared in Super League in 1997 before folding.

Their colours of red, white, black and yellow represented both their partnership with the North Sydney Bears and that club’s 116-year history and the Western Reds, while also ensuring it remained a WA team from the very top down to the last-listed player’s bootlaces.

The bid document referred to WA as “the great greenfield opportunity” for participation growth.
There are 4350 registered players in the NRLWA competition, which represents 12 per cent year-on-year growth, and peaked at 10,000 in Western Reds era

NRLWA has seen plenty of growth in recent seasons.

North Sydney Bears as the affiliate partner will be the feeder team into the NSW Cup, while the Bid Co is also in meaningful conversations with potential Queensland partners.

The Western Bears will appoint and fund four full-time employees at North Sydney Bears, including a general manager of football, head of high performance and two other football department staff.
There will be 11 of the 12 home games played at HBF Park, one trial game and one “home” game in Sydney, preferably at North Sydney Oval if it can meet requirements.

They also plan to sell away games as a package to eastern states based members.

Haha, love the wording there in "the 3rd largest participation catchment" I doubt that overtaking Victoria is a milestone your wanting to trumpet in this bid release statement... besides nowhere is it implied that its talking about states or territories of Australia, just club participation (and specifically NOT in nsw or qld),
So Basically just leaves raiders and storm, if so then ACT could give it a run for its money...
Why not say we aim to be the 3rd largest in club participation.... full stop, try and best the actual clubs Penrith, Wests, Cronulla etc, that would set the bar high and show you mean business, not this 3rd largest- but-not-including-15 other-clubs, so you wanna be 16th? (Coz we aren't counting Nsw, Qld, Nz)
3rd Largest player participation (over taking Victoria) by 2029 is a good achievable first target for the club … weird that can be criticised at this stage.

The whole update is fantastic. Is there any word on what these teams will be called?

Will they be Western Bears? West Coast Pirates?
Will we end up with two Bears playing each other in these competitions?

Good question, was wondering the Same myself. I suppose in theory they could both be called bears with different logos. Maybe Western Cubs.

Maybe they both go under their original names e.g. North Sydney Bears and Western Australia RL (black & gold) and they are the two entities that have come together ?.
You’d want the WA team to also be called Bears though to have that link.
This is good news for the league youth of WA.
Last nights NRLWA awards night is on YouTube.
Below is the 2024 ISC Team of the Year, it is interesting that this weekends Grand Finalists, defending Premiers & Minor Premiers the North Beach Sea Eagles (one player) and the Fremantle Roosters (two players) only have three players represented between them.
This weekends Grand Final will be the 3rd straight Grand Final between the two sides, with both sides winning one Grand Final apiece North Beach Sea Eagles (2023) and Fremantle Roosters (2022).

WA would have more juniors than the Roosters already, who doesn’t.
