Up that to $3mill for NRLWA and a club running quality local pathways costing $2mill and you'd see WA as strong and productive as any NRL club region. We already have more registered players than a lot of NRL club catchment regions.
So you expect to fund more referees, coaches, ground hire to grow that 4k junior base to say 10-20k that it would take to have a decent FG squad of locals.

It is way more than $12m a year.
That is before you get to the Pathway spends
These districts have pools of refs and so on from their history.
Starting up new districts in WA doesn't have that
