Steve Turner agreed to terms with the Titans. That is a contract. He was sent a paper contract the day after meeting with the Titans.
He has quotes all over the media and his manager notified the NRL that an agreement had been made.

There's no double stanadrds. Anyone who thinks the two cases (Rogers and Turner) are the same, is deluding themselves.
Clubs look at each contract (and request for release) on its own merits.
Its not hard to find another exmaple of this, ie where a club refuses to release a player but will then let another player go. It is because circumstances are different. In the case of Rogers and Turner, the cases are completely different.

Nothing illegal was done. No contracts were breached.
Rogers was legimately signed by the Titans for 2008.
His desire to seek a release from union for 2007 came afterwards.
The release was granted and this falls within the terms of most contracts.
He can now sign with any club he likes for season 2007.
All done without fuss and in a professional (and legal) manner.

Sure, that's between Rogers and the ARU/NSWRU. They're allowed to grant a release if they want.
Fortunately, for all concerned, no Storm officials got involved in the negotiation process.
