In a purely practical sense, I'd rather see 12 teams and a 24 round season where everyone plays everyone twice and gets 2 byes. In practice I can't see (and don't particularly want to see) 5 clubs being culled/merged.
Players should work day jobs and be called Ray, David or Peter. Balls should be made out of leather and jerseys made out of wool.

Not saying there aren't plenty of really skilful kids out there, many of whom have potential to play first grade. There absolutely are. But they are not being nurtured, there aren't the pathways to bring them through in the numbers needed to support a 20 team comp and a strong SuperLeague.
Depends on how much these concessions are, its a good thought, it would only work for those who remain loyal to their junior club, most clubs are pretty ruthless, they won't stick by a player for long if they aren't performing, but its a good angle for the development clubs, still paper bags solve any non development clubs issuesArlc start rewarding clubs who develop juniors via salary cap concessions
the longer the player is in your system the bigger salary cap concessions they get
so for example if a kid starts at under 16 and ends up playing five plus years of first grade they get 50 percent of their contract off the cap
And then step down the concessions back to zero
