In a purely practical sense, I'd rather see 12 teams and a 24 round season where everyone plays everyone twice and gets 2 byes. In practice I can't see (and don't particularly want to see) 5 clubs being culled/merged.

I would argue it's a lack of quality coaching and corporate Governance rather than a lack of playing talent.

Souths, Parramatta and Cowboys at the wrong end of the ladder with those squads are a prime example. Dolphins are the opposite an example of good coaching and a strong club structure getting the most out of a an ok roster.

Tigers and Dogs are building now that they have better front end structures. Warriors and Storm will start producing heaps more of their own talent now that they have got their pathway structures in place.

Super League is an under utilised source of playing talent also.

NRL squads should increase to 40 with NRL reserve grade on game day

Bring back NYC U21s with a $500k salary cap with 25 man squads

ALL NRL bench players must have played 40 min of NRL reserve grade or U21s. 8 players can sit on the bench, but only first 4 can play.

Maximum 10 minute gap between NRL-RG and NRL-FG matches. No pre game warm ups on the field of play allowed

This is a large part of why we don’t have talent for more than 12 teams.

Not saying there aren't plenty of really skilful kids out there, many of whom have potential to play first grade. There absolutely are. But they are not being nurtured, there aren't the pathways to bring them through in the numbers needed to support a 20 team comp and a strong SuperLeague.

the longer the player is in your system the bigger salary cap concessions they get

so for example if a kid starts at under 16 and ends up playing five plus years of first grade they get 50 percent of their contract off the cap

And then step down the concessions back to zero

imagine if every club in Sydney was doing what Penrith are doing (clubs like chooks can and are looking at central coast )

Depends on how much these concessions are, its a good thought, it would only work for those who remain loyal to their junior club, most clubs are pretty ruthless, they won't stick by a player for long if they aren't performing, but its a good angle for the development clubs, still paper bags solve any non development clubs issues
