My exact point, taking out a players legs isn't by definition a reportable offence. Each incident needs to be judged on its own merits.
Says who?

Reynolds generally looks like he is going to be out for 3 years every time he clutched at anything. Without any scans such a estimate is nothing more than Maguire trying to justify the penalty in the press conference
It was on the left side of his foreheadYou know that blood flows right? Blood being on his face does not actually mean he was cut there.
The blood flowed around his ear and onto his right cheek. Morris's foot was at best within a couple inches of the left side of Luke's face
The on-field ref asked the video ref to look at it, as is their right in a potential point-scoring play.

Reynolds looking at being out for up to 4 months
The field goal missed, the ref missed the incident
The incident wasn't even worthy of a report so it's play on

How have they the scans back within an hour of the game? He's obviously injured but please....

That's what you think, fair enough, the rules of the game say otherwise though.
I can only say what the reports are
I hope you're right, but I imagine trained medical staff can tell the nature of an injury pretty easily.
And where is the evidence that it is not a reportable offense? The rules don't say the video ref can award penalties whenever they feel like
They have to be a reportable offense
I don't doubt that. I do doubt that a diagnosis can be made within an hour of the game finishing....
