Relatively speaking, yes if you want to see WA RL development.
You cant demand Jnr production be equal when some areas are getting massive funding and others are getting virtually none from the game.
Currently WA gets around $750k a year and 4 Development officers for the whole state, and apparently that has been cut in last few years to the point we have had to close down the SG Ball program.
That we currently produce any NRL players is minor miracle!

That we have 6 team SHS program and 26 grassroots clubs in WA when we run on a whiff of an oily rag is testament to John Sacksons outstanding work and his team who put in a lot more than they are paid for.
Super league isn’t doing any of that

they’ve put a condition on catalans that a certain number of their first team have to be French juniors

the rfl isn’t spending a cent on this. Not one red cent

so if catalans can manage it with a budget of ten million euro I’m sure nrl clubs like the storm with turnover of 25 to 30 million can do the same thing

Have they? Link?
There's a home grown quota system for all SL clubs, I havent seen anything different imposed on Dragons. And for Dragons that doesnt mean just French players.

You cant impose a condition on one NRl club in isolation of the others, especially if you're actually giving a leg up to the other clubs by giving more funding to jnr participation in their areas lol

When you say NO jnrs do you mean we will close down all 26 WA clubs and not have any elite pathway systems for the NRL club? The WA jnrs currently in NRL or second tier will disappear into the ether and no RL will played in WA after 75 years? Im not sure what you mean?

I mean its not like other NRL clubs who are in heartland areas are stacking their first teams with players from other clubs is it? Cough Dolphins, cough Bulldogs.
Those teams have a license, they can recruit however they please, correlation between what could be done, to whats getting done is moot, fact is your state is a dripping tap, the only way you get that tap open is to get a license, which you wont do until there's a reason the arlc want to expand there, the only reason is to increase the player pool, you're state is not investing in your competition, your waiting for the nrl to do it for you, they're are not interested in working for WA, WA needs to work for the licence

Increasing the player pool is probably one of the lower priorities of where the nrl will go next for a club. It’s about money and they
will be looking at that $250million gap to afl and wondering what they need to do to close it.

and where do you think the state will get money from? WARL was taken over, forcibly, by the ARLC. The ARLC runs the game in WA. Who are you suggesting is going to find this money and where when it’s the arlc running the state?
Cumins has poured millions over the years into jnr RL in WA and still no nrl club to show for it.

Then money isnt an issue then is it?
You have competitions, but the clubs are all poor begging hand to mouth, pick one fund it from the outside, win comps, put them up as the bid for WA..
Dont rely on this Pirate fantasy, or accept the bears

No it’s not, as you’ll see.

I have no idea what you are arguing For?
Arlc run the game in WA. Arlc provide a pittance in funding to WA. Who do you think is going to find funding outside of the people running the game here ie the arlc?
no grassroots rl club in the country has money except those with pokie dens. I challenge you to name me one.

As i posted in the Ipswich 18th team thread:

The Western Corridor between Toowoomba and Ipswich is one of the fastest growing parts of Australia. It makes sense for the area to eventually get an NRL club.

I'd prefer to see a 2nd NZ team introduced ahead of them.

Ideally for expansion i'd go:

1 - NZ 2 (Wellington)
2 - Perth
3 - Toowoomba/Ipswich
4 - NZ 3 (South Island)
5 - Central QLD

It's hard to justify Perth coming in as the team would be significantly isolated from the start due to their location, this puts a negative impact on the operations of such a team that no other teams i reckon are feasible expansion options would face.

However with Perth already having a decent Rugby culture with the Western Force and all the expat saffas and poms, it wouldn't necessarily be impossible to make work

other less wealthy national sports manage to have teams in Perth. Location/distance is not a valid reason.

Auckland is almost as far from Sydney as Perth is anyway

Lol no its not, Perth is by far the most geographically isolated city in the world. Not to mention that it's not just travel from Perth to Sydney or Auckland to Sydney, it's Perth to Auckland which is a massive distance to travel back/forth in a few days.

Auckland/NZ also has a much more established rugby culture (both codes) which somewhat mitigates the travel hindrance.

If the Dolphins bump along at the bottom of the table for the next few seasons it will be hard to argue that the NRL got its expansion strategy right. If they do ok then this is rubbish. Time will tell.

Distance wise its a bit further, travel time its not hugely different as one is a domestic flight and the other an international one. ps Perth proudly lays claim to that but in reality its not, Norilsk, Russia and Honolulu, Hawaii are more remote to the next city.
