first we dont know if 2025 png has any credibility or just a NRL brainfart to appease Albo. Second WA Govt has said in last interview they have met with NRl a number of times, Im pretty sure they wouldnt be wasting their time and money if the NRL hadnt been encouraging in those meetings
Thirdly its pretty clear from Vlandys comments that they really dont have a plan at this stage, be it for team 18 or a 20 team comp
